Panama's Labor Code of 1972 and the CSS General Regulation for the Prevention of Occupational Risks (Board Resolution No. 45,588-2011-J.D.) require occupational-risk prevention plans to include first-aid care and brigade training for designated personnel (art. 23), with no fixed numeric ratio per worker. Enforcement falls to MITRADEL and the Social Security Fund (CSS).
Under Executive Decree No. 64 of 2021, Early Childhood Integral Care Centres (CAIPI, formerly COIF) must maintain a qualified technical team and a nursing service and comply with MIDES health-and-safety quality standards. No specific ratio of first-aid-certified staff is set.
Panama's Penal Code (Single Text, Law 14 of 2007 and reforms) creates no general duty to rescue a stranger; criminal liability by omission arises only in a guarantor relationship. Art. 148 punishes abandonment of a child under twelve or an incapable person under one's care (1 to 12 years), and art. 356 punishes a public official who refuses legally-required assistance.
In Panama, recertification for health professionals is voluntary and periodic under the Ley de Recertificación, with no mandatory nationwide hours standard; instead each professional college sets its continuing-education credit hours per discipline, coordinated through the Technical Health Council (Consejo Técnico de Salud, MINSA). CPR and basic life support, including ACLS and PALS, count as eligible continuing-education activities.
Homes, shelters (albergues) and long-stay establishments for older adults, overseen by MIDES, require caregivers to hold adult first-aid and CPR certification within programs that include Basic Life Support (BLS). A recognized, up-to-date certificate meets the requirement, is in addition to occupational training, and must be renewed periodically.
SENNIAF (Secretaría Nacional de Niñez, Adolescencia y Familia) requires an explicit first-aid certification, plus completion of the Programa de Formación para Familias Acogentes, as a condition of becoming a foster family, alongside good physical/mental health and a clean criminal record. Training covers CPR for children and infants and is additional to the suitability study.
Online CPR and first-aid training is recognized in Panama for personal, childcare-licensing and employer purposes, with no explicit ban on online workplace training since the regulation mandates promoting training without fixing the format. Certification is valid for three years.
